Applying again

Hi,
I applied for immigration under skilled worker category to Canada and got my
landing papers, but for some reasons I could not land in Canada on time and my visa
expired last month. Now, I live in the California, USA and want to re-apply, but
have some problems:
1) I can't get police clearance of my own country (Iran) since my country doesn't
have embassy or consulate here in the US. I have no means to get that police
clearance. Can I refer to my previous file for those police reports? The last
police clearance that I submitted for my previous file was issued about 5 to 6
months before I left my country for here.
2) Where should I send my file for processing?
3) How should/can I pay application fee? Where should they be paid and in which form?
Thanks, --FE

Hi:
As you are in the US, you may want to consider submitting your application to the CPC
in Buffalo, N.Y.
Your application fee must be submitted with your application. Depending on the
Canadian Visa Post you submit your application to, payment is usually made in the
form of a money order or bank draft.
If you are not able to provide police clearance certificates, despite your best
efforts, you may want to write a letter providing an explanation.
Yours truly, Ingrid Y. Chen, B.A., LL.B.
