I'm not sure what it is like in other parts of Hungary but here the restrictions are not very noticeable in regards to the virus ... masks have to be worn in most shops and most people abide by that but the rule of wearing a mask on the bus is pretty well ignored. Bars and restaurants are open as normal and there does not appear to be any concept of social distancing ...

The entry rules are changing from the 15th July, without going into every case,
Countries are classed as green, yellow or red. (UK is yellow)
Green no real restrictions.
Yellow, health check on entry with possibility of being denied entry if there is suspected CV19 otherwise 14 day self isolation probably required.
Red, no entry for non Hungarian nationals.
There is also the possibility of avoiding self isolation or shortening it by having negative test/s results prior to entry or during 14 day isolation.
Slightly different rules for Hungarian national such as entry from Red list is possible.
Countries are classed as green, yellow or red. (UK is yellow)

Just read (the beginning of ...) an article in the Times which sounds ominous, sorry can't link to it.
Luckily for us my sister and her English family just got new German passports - so they can choose wherever they travel.
We're waiting for them ...

The government is launching an information campaign with warnings about passports, travel insurance, mobile phone charges and travelling with pets. The initiative, “The UK’s new start: let’s get going”, features guidance for visiting the EU from January 1. Much of the information is aimed at raising awareness of higher costs, with travel insurance premiums expected to rise once eligibility for free healthcare in EU countries ends.

As I understand it it's the country you've travelled from, not your nationality \that determines whether you're allowed to enter Hungary. As France is a "green" country perhaps you could take Archie to Calais for example, and arrange for the pet transporting company to collect him from there?

There were no checks at all at the German/Austrian border (bridge over the Inn near Braunau), and also no checks, no waiting on the motorway Vienna/Budapest. Nickelsdorf is the name of the border station.
But there was a long line of cars in the other direction, waiting to get from Hungary to Austria. When I drove from Hungary to Austria 10 days ago there was nothing at all in both directions, just a slowdown.
So things can change unexpectedly ...

Archie is Fen Tiger's dog who was due to be transported from the UK to Hungary by a UK Pet Transporter company. Dogs arriving from the UK don't have to take a Covid-19 test unlike the humans who travel with them and neither do Hungarians travelling to Austria, which is why I was suggesting someone pop over the border and collect him from the transport company and bring him into Hungary.
