Yes, they do it in cities, but generally to 'street people' who haven't the means to buy cotton wool, or buds (or much else).
I suppose in Goa they are trying to persuade(force) tourists to experience 'ye olde Indian custom'!!!

In Anjuna market, they don't ask they just attack you. Very dangerous God knows what damage they can inflict.
