riding my bike with no helmet...the freedom ..." yes until you come up against a prat who wants to slam into you. Hope you have some kind of insurance when you come up against this -

My question is do Goan vehicle insurances ever pay out?

Maybe for a vehicle. But damage to a foreigner on a rented scooter- I don`t think so. Thats down to travel insurance with a special endorsement for riding motorcycles which you will only get if you hold a full motorcycle licence in the UK. It`s listed under dangerous sports.!!!

Everybody should ride a bike in a suit of armour, not only a crash helmet.
What happens if you have an accident (car) and are not insured?

You are right about needing a suit of armour, if you have an accident and are not insured you would have big problems unless you can do off without getting caught. However in the UK if the other driver is at fault and uninsured you can get compensation for personal injuries (but not for vehicle damage) from the motor insurance compensation scheme which all motor insurers have to pay into. In India I would not expect you would get anything and you would have to pay for all your treatment if injured regardless of whether there is a compensation scheme or not, you would have to rely on your travel insurance and if you have not declared that you will be riding a motorcycle they would decline the claim.

I guess one would just pay for the damage as most Goans do.
Don`t know where I`d stand with the insurance anyway- the named owner of the car doesn`t even have a driving licence and no chance of doing named driver on the policy here as in the UK.
Anyway roads seriously quiet here at present due to lack of tourists on rented scooters on the roads.
Not seen any accidents due to lack of tourists!
Too wet for the police to be out doing roadblocks - and totally pointless due to the lack of tourists etc etc.
Even the cows have deserted the roads for green pastures!! And what a wonderful sight to see those skinny cows out grazing on grass rather than cardboard boxes and plastic bags.

You don't need to be the owner to insure a vehicle, but fwiw it is the vehicle that is insured, so as long as you are just 'borrowing it from a friend' and not hiring it the insurance is valid, best to get a letter from your 'friend' tho'.
