Especially annoying when there was an article in the Daily Express the other day saying that failed asylum seekers that have not left the country are to be given free treatment on the national health as not to treat them for free aapparently infringes their human rights.

I have found this interesting article in The Herald which at least is in our favour, whether the Goans take any notice is a different matter

Foreigner fallout
"Early bookings of holiday packages to Goa by British tourists are showing a 20 per cent drop over last year. This may well be expected after air fares and hotel rates have gone up, and the western countries are looking at an economic slowdown that could well settle into a sustained recession or, even worse, stagflation. But there’s more where that came from. Not only that, the widespread negative publicity of the Scarlet Keeling case, followed by Revenue Minister Dayanand Narvekar’s move to stop registration of property transactions involving foreigners has had a massive fallout.
Recently, the British Broadcasting Corporation (BBC) did a series of shows on the issue, talking to a wide range of foreigners who bought houses, apartments or started small restaurants in Goa after going through a perfectly legal process, abiding by all the requirements of the Foreign Exchange Management Act (FEMA) and the Reserve Bank of India (RBI). Now, hundreds of these perfectly law abiding people are finding that they cannot sell the properties they bought, owing to a dubious rule enacted by the Goa government. And, when ministers like Churchill Alemao make baseless but dramatic statements that properties of foreigners will be ‘seized’ and ‘auctioned’, it causes outrage.
What ought to cause even more outrage is the fact that while the cases of hundreds of law-abiding foreign small property owners have been referred to the Enforcement Directorate (ED) for investigation, the actual cause for concern – large properties bought by shadowy individuals illegally – remains hidden on government files, even after several requests by the ED. This kind of chicanery shows that the government is not serious about taking on the mafias of this world. Rather, it seeks to distract the people’s attention from them by flooding the ED with cases that have few, if any, illegalities.
All these issues have also contributed to the general feeling of disenchantment among those who were Goa’s most ardent champions in Britain. The very people who held out this state as an ideal destination for the British are now changing their tune, thanks to the way the government has treated them. Word of mouth, any businessman will tell you, is the most powerful of promotion and advertisement strategies. If Goa is being badmouthed in Britain by the very people who earlier sang its praises, it is bound to have an impact.
It is time that the tourism industry in the state also realised that Goa is no longer the low-cost destination it used to be. South East Asia – mainly Thailand, Malaysia and Indonesia – offer comparable facilities at much lower rates. Unless they can gear up to take on the competition, in bad times, people will always go for the lower-cost destination. In which case, as things stand now, Goa loses. Patricia Hewitt to Meet Indian Business Leaders, Government Officials

Mumbai, Maharashtra, India, Monday, July 27, 2009 -- (Business Wire India)

UK India Business Council’s new chair, the Rt Hon. Patricia Hewitt, MP, is visiting India from July 28th to July 31st to deepen the existing UK-India relations and encourage more bilateral trade and investment. The former Business Secretary will visit New Delhi, Mumbai and Chandigarh and meet industrialists, businesses, trade bodies and government officials.

Commenting on her appointment and her visit, Hewitt said, “I am delighted to be returning to India only a few weeks after taking over as chair of the UK India Business Council and look forward to renewing old friendships and making new ones. As Trade and Industry Secretary in Tony Blair's Cabinet, I made India my Number 1 overseas priority. Today, I'm urging British business to make India their Number 1 overseas priority.”

Commenting on Patricia’s visit, UKIBC CEO Sharon Bamford said, “We are delighted to have a champion of India as our new chairperson. Both as the Secretary of State for Trade and Industry and as the e-Commerce Minister Patricia demonstrated a keen interest in engaging with Indian businesses and we look forward to her guidance and support. This is a very important visit where we will meet Indian and British businesses and the new Indian government and we look forward to exchanging views and ideas.”

Hewitt urged more UK businesses to look at India, “Every business is affected by the global recession. But UK businesses that invest in doing business with India now will be much stronger when the upturn comes. The global financial crisis is accelerating the eastwards shift in the world's centre of economic gravity. Developed countries that have been in recession will be relatively poorer, while developing countries that are continuing to grow will be relatively richer. India and Britain are natural partners in the global economy - and UKIBC is here to help more Indian and British businesses create profitable partnerships together.”

She is also encouraging British businesses to look beyond the metros and invest in the emerging cities of India. During her India trip, she will launch the UKIBC report – Opportunities for UK PLC in Emerging Cities of India- in Chandigarh. “British companies looking to do business in India should explore beyond the traditional centres of New Delhi, Mumbai, Bangalore and Chennai and look at the smaller, faster growing regions and cities,” she said.

The UKIBC’s Mumbai team will be supporting the emerging cities initiative for Western India in Nagpur, Ahmedabad, Vadodara, Goa and Pune. A high level delegation from the UK will be visiting Nagpur in September 2009 as part of the Emerging Cities programme. This will be followed by delegations to Ahmedabad, Vadodara, Jaipur and Chandigarh.

While in India, Hewitt will meet Indian industrialists, members of leading Indian trade bodies including Confederation of Indian Industry, FICCI and members of British Business Group.

With all due respect, I wouldn't count on it.
The authorities clearly don't want long term foreigners and especially foreigners doing business (which they consider is taking away their revenue oppurtunity). If doing business "officialy" you can be sure to be triply harassed. I have seen so many instances that I've stopped being delusional.
Yes we will continue seing in the news the visits of so & so minister and president from so & so country commenting on the merits of cooperation with India. All this works apparently for big corporations that have the ressources to implement themselves.
Most of the people I know just have their shell companies for the record and are providing services off-record. It just doesn't work otherwise.
Lately RBI isn't even giving an acknowledgement of FC-GPR form submission (infusion of stock capital money) to foreign owned Goan pvt. ltd. companies.

Perhaps an email to Patricia Hewitt to remind her of who actually pays her salary and the current situation in Goa ?

May I also suggest a c/c of the email to your respective MP and local councillors ?

Interesting - have you 'heard' this OR do you speak with first hand knowledge? If it's first hand knowledge, the situation must have changed 'relatively' recently.

Earlier in 2009 friends of mine received their RBI acknowledgement letter (it's a bit ambiguous but if at some point it helps them get their money out, should the need arise, then it's worth having).
