Hi noni,
In essence the 2011 Regional Plan was a land scam on a massive scale instigated by Goa's finest elected representatives. Briefly, it sought to convert large areas of land from "Plantation Land" to "Special Economic Zones" (SEZ's) (intended to promote inward investment for business i.e. information technology, call centres...) with the future purpose of further coruption of these lands into "Settlement Lands". This would allow the builder's lobby to deforrest vast tracts of Goa's natural beauty in the name of "progress" and in collusion with certain politicians. Almost uniquely, public outcry by those Goans who care about their ecosystem and way of life, even those who accept a balanced form of tourism/foreign integration, called the 2011 Plan to a halt. Well done. Unfortunately, those same Goan speculators who bought land on the expectation/promise of their newly acquired land being "converted" are still in the process of attempting to "make excepton" or "bend the rules" so that they can get the go-ahead to proceed with their housing developments. Crores will undoubtedly change hand, though I would take it as a test of the integrity of the recently formed Kamat administration if they stood by the will of the people on this particular issue. Kamat himself is a significant investor in "real estate"; however, he has not been implicated in any "distortions" of zoning. On the contrary, the word is that he is a man of sound principle, though surrounded by sharks. Cheers, it all makes sense somehow. jayl |

this is v useful thanks. Is the 2001 plan on a sound footing or is that under the threat of being scrapped? If one is to purchase in goa, is it a wise move to check under what plan the development falls?
jayl You are top of the class, it was homework for Remy (as he is one of them) I am just a dull dizzy (old) blonde who does not understand these things. Will have to call for dear old Douglas. Love Noni |

dragonblue thanks for this info, I have to admit I do love this development, I have looked at quite a few. I have also been told that the development falls in the 2001 plan and hence the development will not be affected by the 2011 campaign. From what you say, am i correct in assuming that some of it may fall in the 2011 plan? I may have misunderstood.
As remyl says its does seem pricey ( is there still mileage for gains)but I suppose get what you pay for. pls keep me updated on any new info you come across. many thanks to you all fab site Why don't you look at Regal Builders Candolim. They have beautiful apartments and villas at Nerul, and ~Candolim, and the apartments have appreciated 100% over the last 3/4 years. The workmanship is superb, ask Karara and Catpat. |

Jayl. Aldeia de goa is supposed to be entirely a part of 2001.. They have supposedly been wrongly entangled in the anti-2011 campaign and were provided with stay orders. Since then, they have been able to resume the construction in most of the project, but it is taking time to resume 100%.

thanks draganblue, that's consistent with what the developers and their agents are saying to me.
They (the developers and agents) would say that, wouldn't they. Do some research. This has been a highly controversial development from the outset -in spite of the glossy adverts with the lone waterskier in front of a forested hill and an invitation to own your own piece of paradise - of course, the trees won't be there by the time they've built a 140 acre township! http://navendushirali.blogspot.com/2...stal-zone.html http://www.youtube.com/watch?v=Frkr_FY1S7U http://wikimapia.org/1910892/ http://lists.whatwg.org/pipermail/go...er/052097.html http://www.goacom.com/joel/news/2007/sep/01sep07.htm http://www.parrikar.org/images/death.../IMG_4583.html http://savegoa.com/violations/whos_protecting_them.php http://www.asianage.com/archive/html...20stopped.html The hostility towards this kind of massive development, seemingly in violation of CRZ and with no respect for the destruction of nature, is the kind that bundles together all opposition to any kind of development, and the main fallout is anti foreigner feeling and hysteria about Russian mafia and money laundering. Who are the real criminals? The Regional Plan 2011 has been scrapped after public outcry but vested interests at very high levels of influence are determinedly trying to circumvent the abolition of "Settlement Zoning" (which should have reverted back to "Plantation" or "Forest" land on the abolition of Regional Plan 2011) by pushing ahead with construction and re-defining illegal structures as "works already started". I've started, so I'll finish! Money and graft will triumph, so I don't doubt the developers will attain most of their wishes. Best wishes |
