You might do better to look for good avocat and a legal interpreter.
The end result will be the same, and a good French avocat sufficiently fluent in English to completely understand your problem, and who is prepared to go to the effort of writing to you in English and explaining the intricacies of the law to you in English, might be harder to find - and might charge more for also taking on the role of interpreter.

If it is true fraud that is a police matter.
If it is your definition of fraud and part of a civil dispute I hope you have deep pockets.

But, as mentioned, bear in mind that their fees may be higher than any potential compensation that you are hoping for....

Cardi is absolutely correct. If you have proof of fraud, go to the police and get them interested. They like getting their teeth into fraudsters and the investigation won't cost you a cent.
The legal process in France is very very slow, expect it to drag on for many years rather than several months, and also very expensive, and if at the end of the day it isn't successful, or if the person in question hasn't got the money to pay for it all, it will be you that has to pay the fees.
