Don't reject the idea of taking a degree either, with the Open University (they operate outside of the UK too)!

There are loads of colleges offering GCSE & A Levels on a number of distance learning basis formats. In most cases you purchase a package for about 200 quid and they send you study materials and give you access to a personal tutor.
The only other thing you have to do is organise the exams. Some exams can be taken at examination centres abroad or you can take them in the UK. Just google "A-Level distance learning".

ODL - Oxford Open Learning (not related to Oxford University as far as I know), Oxford Distance Learning College (OOL) and the National Extension College (NEC) are all pretty reputable.
All of them offer a range of GCSEs and A-Levels.
