Default Instrument Tech given electrical fitter from ARTC - advice please!

Hi,
My hubby is a qualified instrument tech with 15yrs experience of working at an oil refinery in the UK before that he gained did an apprencticship in electrical installation and worked for a couple of years afterwards. We have recently moved to WA and he was given electrical fitter ( we think because we didnt make enough of a deal about his electrical expereince and concentrated on his instrument skills) What we are confused about is whether he can work as an instrument tech with electrical fitter cert and can he get an A grade licence with that as alot of jobs also ask for that. Would welcome any advise please as hubby is getting really stressed about not being able to earn any money.
Cheers
Sarah
