Appealing result of practical exam

Hey all. My mate was granted a successful tra as an electrical fitter. In order to get a licence as an electrical mechanic he needed to work for 12 months on the restricted licence which he done. However when he had done his 12 months they told him he needed to do the exam again. Although he had passed the exam 12 months earlier he failed it this time and now they will not let him resit it. They are saying that he needs to do another 12 months on the restricted licence in order to do the exam again. Has anybody had any experience with appealing such a decision?
