the OP title is incorrect...UK "to close Surinder Singh loophole"... , because that is not what it states in the 'draft proposal'- the way that I read it

Tightening - 'yes', closing - 'no'

If it stops people moving to a country where they don't speak the language and have no intention of centering their life, but only pitching a camp for a few months while waiting to "qualify" for Surinder Singh, then the loophole is pretty much closed. Those who have genuinely lived and worked somewhere in Europe would be able to use their "treaty rights" to move to the UK, and doing that really isn't a loophole in the usual pejorative sense.
