Starting process for FLRM
Husband (USC) and I (UKC and naturalized USC) arrived on spouse visa August17 2016. BRP issued July 27, 2016, valid until May 3, 2019. Should his paperwork for FLR M be submitted no later than 28 days prior to May 3, 2019 or no later than 28 days prior to the actual 30th month anniversary of actual arrival 27th Dec 2018) and NOT the "expiry" date of the BRP?

Either but it’s better to apply no earlier than 28 days before the expiry date of the BRP as it’ll give you the extra time to apply for ILR in another 30 months.
