Nationality Inquiry
My daughter is a dual national - UK and Bulgaria. She was born outside UK. She has just given birth in the Irish Republic. Father is a UK national.
Am I right in thinking that the child is entitled to UK and to Irish nationality ?

No such country as "Irish Republic", presumably the Republic of Ireland is meant.
Child is an Irish citizen, assuming parents not diplomats, need to confirm status with nationality certificate and/or Irish passport.
Perhaps a British citizen (by descent) if the father or mother is British otherwise than by descent, the information is not provided. Also depends on parents marriage, etc.
Child is also probably a Bulgarian citizen, confirm with the Bulgarian authorities what needs to be done to document this.

Children born in the ROI to British parents are entitled to Irish citizenship from birth. Just apply for her Irish passport.

Will do that. Thanks. I had read on various sites that was possible. Good to get confirmation by a Human rather than a website !

Document issued (as evidence of Irish citizenship) under section 28 of the Irish Nationality and Citizenship Act, 1956, as amended. However, it's not clear if the Irish authorities routinely issue these.
Note that since 2005, birth in the Republic of Ireland is not in itself enough to confer Irish citizenship. And while a passport is acceptable evidence of citizenship, passports expire, can be lost/stolen, etc.
If your daughter cannot get a stand-alone document evidencing the child's Irish citizenship, she should keep good records including her own birth certificate and/or British passport, alongside the child's Irish birth certificate. Keep the child's Irish passport up to date, and never throw away any expired passports.

Thanks for advice. Passport for child in RoI (Irish citizen under 3 years) is 16 Euros ! A bargain ! Application at any Post Office.
