I got email from tls for My wife to pick up her passport but i did not get email from the UK Decision Making Centre i was asked by the uk decsion making center for one document and we supplied it last week to that Shefield email we was expecting email back from them but today we got email from tls contact asking my wife she should pick her passport? what is this a refusal or acceptance?

I would suggest going to collect the passport; it’s the only way to find out for sure.

yes will do but is this normal practice or does the home office at least send you email to say decision has been made?

It would depend on where you applied from, the visa you applied for and the nationality of passport you hold. Are you using a third party to help you apply like a solicitor?
