Everything had been returned to me. I just came from the embasssy and they said i really need to pay the scanning fee. They contacted the embasssy in UK to check if my papers has been submitted to them but no response yet because of the time difference. I was asked to go back again at 2pm. It's either they will need to scan again my documents or just pay the fee if UK has my papers already. Thanks Adi.

Just wonder whether you have British National (Overseas) status?
If you do, you can renew your BN(O) passport in the UK - just use the British passport form from the Post Office.
As a BN(O) passport holder with an UK spouse visa, you are entitle to -
1) register to vote in all UK elections as a Commonwealth citizen - being on the electoral roll helps you to build up your own credit history in the UK.
2) apply for certain British civil service jobs as a Commonwealth citizen, once you have Indefinite Leave to Remain in the UK.
