Depends really what they meant by Montréal:
- the island
- the centrally governed bits (not the Point Claires of this world)
- Greater Montréal
As Laval and Longueuil were also included in the list I expect that they didn't consider Greater Montréal.
Given that La Prairie is clearly the BEST PLACE TO LIVE IN CANADA, and was excluded from Montréal, then the list is just rubbish.
