Why, Moose Jaw, Saskatchewan of course! pop 30500, cheap housing, great for families, Regina (capital) 40 minutes east along highway number 1. Regina has lots of direct flights to the US.
Google: Moose Jaw Times Herald, for an idea of everyday life-also "saskjobs.ca for a look at the job scene.
Good luck!

Is PEI or NB a tax haven? That's a bit of a surprise.
This really is scraping the barrel of boosterism, all of the inhabited areas of Canada are close to small airports and small airports generally have very high fares.
That's certainly an advantage of Atlantic Canada, though Montreal would be better, but I was wonder how being near to two provinces with coast, poverty and a bit of farming would be advantageous if you were already in a province with coast, poverty and a bit of farming.

Ahh Vernon...
"Police officer to driver, Sir do you know how fast your were going. Reply...not sure, officer.
You were doing 95..ahh, sorry officer; had just seen the sign 70 sign and was slowing down when you stopped me.
Officers, comeback, Sir...you were in a 50.
Opps sorry officer."
Of course, I was the driver, and if your wondering, he let me off. Hey it was Boxing Day.
Vernon = Silver Star, which used to be my favorite bunny hill.
