Do you have to inform them 72 hours before travel if your driving to the US or does it only apply when flying ?

ESTA only applies when flying.
I actually jumped online and did it anyway but when I told the US border officer he laughed and said it only applied when flying.

And it is a pain, the website does not work properly and if you don't do it right it is a $5000 fine and they could also impound the aircraft.
