for the experts
Is there a wesite / number where one could track the status of his application
OR
get an estimate timeline
OR
current AOR dates being processed at a given CIC.

No, there is no such resource available. Only Buffalo provides the phone number where
you may call to check the status of your case, but it will not give you any
"tracking" details or anything what will let you estimate how long it will take to
conclude your case. As for the second part of your question - AOR dates are
irrelevant when it comes to processing time as each case is unique and takes it's own
processing time to conclude. If you are interested in finding which visa post is
"faster" then forget about the idea - new immigration law requires all applications
to be submitted through the visa post responsible for applicant's country of
residence. As for cases already pending - if they are so called "out of jurisdiction
applications" (submitted to the visa post other than the one responsible for
applicant's country of residence) then average processing times in particular visa
post don't apply to such cases and they are always processed much longer than cases
from within particular visa post jurisdiction.

Mr. Miller could you be more specific on what country of residence implies. If
someone is studying or working in the US and he/she wishes to apply then would
he/she have to apply through the visa post that is responsible according to his
or her citizenship even though he/she has been in th US for 4/5 years. In this
case will it be possible to apply at Buffalo.

Country of habitual residence is the country where person lives at particular time,
not always country of citizenship and not the country where person is just visiting.
If someone lives temporary in US (legally on other than visitor visa) then US is that
person's country of habitual residence. Citizenship doesn't matter - such person
should apply through Buffalo. But if person is in US on visitor visa or illegally
then such person should apply elsewhere.

According to the Canada Gazette it says "Place of application for visa
9. (1) Subject to Part 3, an application for a permanent resident visa or a temporary
resident visa must be made at the immigration office outside Canada that
serves the applicant's place of habitual residence." What does this Habitual
Residence mean?

Taking into account everything you mentioned above is there any way to estimate an approximate timeline for Buffalo ?

If you reside within the Buffalo's jurisdiction then you may expect about 10 to 12+
processing time with interview waiver and at least 6 to 8+ months more if interview
is required. Also a lot will depend from the time in which background/security check
can be concluded - this will depend from your nationality and countries you have
resided in for 6 or more months.

Current average timeline in Buffalo is about 8 - 14 weeks for AOR letter and another
20 - 40 weeks for assessment notice with the decision about the interview
requirement. If one is required then current wait for such from assessment notice is
about 6 to 10+ months.

As of last early November, the average processing time is 14 months in Buffalo. ( I
got this message through a call to Buffalo center last year)

My processing time is around 14 months which also includes 4 months pending time
because my wife was expecting baby at that time and didn't undergo X-ray before the
baby was born. So, exclude this 4-month period, the actual processing time of mine is
10 months. ( I got interview waiver)
