Those .... taxes again!

Those .... taxes again!
OK, I'm the one with the muddle of double taxation, etc. I know I'm due at least 400GBP back for 2004-2005 as I moved here July 2004 and my P85 keeps getting ignored. (actually, this has nothing to do with double taxation at this point)
Two weeks ago I complete a 2004-2005 tax return and 2005-2006 tax return.
Today, I get the self-assessment back for 2004-2005. It says 'You don't owe us any money'. Great, but what has happened to what they owe me, I ask!!!!!
Second irritation:
You telephone the overseas residents line in the UK. They say you must telephone your tax office. However, the only number they can give you is a telephone number that doesn't work outside the UK.
Sorry, just venting my frustrations.
