Default Strange situation

A friend was telling me about a strange situation. I wonder if this happens often.

Their church needed an organist. They found a young student from Hong Kong who was attending the University of Regina. He wanted to stay in Canada. The church wrote to Immigration and told them that they would hire this man at a certain salary and asked for permission for him to stay in Canada and take the job. Immigration made them advertise across Canada at quite a bit of expense and they got no replies. So they wrote back to Immigration and told them they had not been able to find a church organist - he was going to teach as well.

Immigration said "no" no reasons given and the young man had to return to Hong Kong.

I don't understand this. Does this happen often?

For a work permit it really has to be a fulltime ful paid job. There are two stages to applying for the work permit. The first is the HRDC validation which is why they had to advertise. However once that's done they then process the actual application. So they may have decided in the end that the job really wasn't a proper fulltime job and was more a part time affair.

there are also other technicalities. For example you cannot actually apply for a work permit from within Canada except under special circumstances. Now a recent graduate from a Canadian institution can apply for a work permit form within Canada so they don't have to leave to apply. However the job has to be related to their field. So of theis student from hong kong had say just finished a masters degree in biochemical engineering or something and then said he wanted to be a church organist they probably wouldn't have let him apply from within.
