Statutory Declarations - Experts?

As part of my PR app. (Conjugal Partner), CIC has asked us to provide two statutory declarations from individuals with knowledge of our relationship. This would make sense in that we have no other civil or identity documents that can substantiate our conjugal-partner relationship.
My question is this - what consitiutes a statutory declaration? And also, who can witness and seal this declaration? In my home state in the USA, a Notary Public can witness and seal written oaths and other official documents. As well, I understand that in Ontario (where my sponsor lives), a lawyer or other professional (doctor, dentist, etc.) can witness a declaration.... Is this true, or should we go find an official at city hall...like a Commissioner of Oaths?
Also, any suggestions as to how to format said statutory declaration would be greatly appreciated. Thanks in advance.

Hi:
You can swear an affidavit or a statutory declaration, attesting to the nature of
your relationship, before a lawyer, notorary public, or commissioner for oaths.
