Quick question about endorsers for criminal record checks.

Quick question about endorsers for criminal record checks.
I was thinking of getting my neighbour to sign as my endorser as he fits all the criteria for it (He's an engineer). The only problem is he no longer has his certificate for it. Will this be a problem when it comes to them verifying his details?

I don't recall having my criminal record check being endorsed by anyone other that the bureau themselves.
