I've been offered a job in the Oil Sands and decided to accept it. It's a camp job and it's 14 days on camp / 7 days off camp.
Now the question ...
I want to bring my family across to Canada from Scotland but do I have to actually stay in the Alberta region as my wife has family in PEI (where we actually want to bring up our family)

I don`t think there is a stipulation on a temporary work permit about where you have to live - just who you can work for.
The only issue might be if you apply for PR under the Alberta Provincial Nomination stream.

My TWP restricts me to work for my employer (AB) but does not stipulate where I should live.
I think you will be OK.

Its easy to get around north america in the spring, summer and fall.
But some of the smaller airports can get problematic in winter and are prone to delay's or cancelations

Does your job give you fly-in/fly-out each rotation? Our project has dedicated chartered planes and we fly people home all over Canada from Vancouver Island to Newfoundland each rotation.

That would be a massive help if I was to be truthful.
