That hasn't been my experience. We had our card skimmed, the branch offered to replace the amount immediately to help us. We had enough cash in our account to cover the loss until it went through "proper" channels, we didn't want to get into the "we'll put the money in now, then when the fraud deparment refunds you we'll take our money back", but it was offered.
