The underwriters are AXA. In the terms and conditions this is what it says about eligibility for all their policies...

To be eligible for this insurance:
• you must be a full United Kingdom resident and;
• have a United Kingdom home address and;
• each trip must start and finish in the United Kingdom.

So in theory, that would be fine for someone immigrating to Alberta then. As long as they take the 'Classic' Cover, which has no age restriction.
