Quite how Word in Canada is different from Word the rest of the world over is beyond me; or how answering a telephone, sending a fax, opening mail, filing documents, etc. I believe that it is actually an admission by Canadian employers that they are not prepared to spend 5 minutes showing a newbie how things are done in their organisation. Surely, each employer in Canada cannot do things the same way can they? Hold on a minute ...

can anybody tell me what a Red Seal is? I think I need to take a test to prove I can manage a kitchen or restaurant!

My wife knows of a situation recently in Fredericton where they had over 600 applications for an "admin assistant" position, with a salary on the low-end of the scale...I am pretty certain which files went in the bin along with many local ones....but to suggest that kind of screening is just a Canadian thing is I think rubbish.
I bet you would find that prevalent anywhere, particularly in these times (high unemployment) and where many similarly "qualified citizens" also apply.
If I was moving during these times, I would expect to encouter a similar situation in other countries with high unemployment.....that's life.
And yes...Canada is Special....in many positive ways...which is why I expect so many want to come here.

Like you I am sure where jobs are tight....protectionism plays a part....but not because as you present.
