Mail sent but not received yet

my e-status shows: Decision Made
application received march 23 2001
started processing may 11 2001
medical received
a mail sent on june 17 2002 on decision on my applicaton
but i haven't got the mail till today..
what causes such delays..any guess, idea ?
I applied from Buffalo.
Can I send them a fax that I have not received the mail yet.
Or How long should I wait for the VISA
Please Mr. Miller can you please advise ?

It usually takes several weeks between the "mail sent" entry into the system and
actual generation of the letter and it's mailing.
