Is the interview with the IO not working then? I thought the purpose of that was for them to evaluate your understanding of the English / French language? Perhaps it's a staffing thing, as in not enough IO's?
I do recall someone at the Citizenship Ceremony who was older, who seemingly did not understand much English as their Daughter seemed to be telling them what was going on. The IO's did point out that they would be looking to see that people were actually speaking the oath, and they did point out beforehand to the daughter that if this wasn't seen as being done then they could not get their citizenship. Seemed pretty fair to me.

Why not wait till 55 or older then no test required. I regulary get handed Canadian passports where the holder can neither speak English or French.
