Language Ability for Citizenship

The CIC website has recently announced that adults between 18 & 54 applying for citizenship will be required to provide proof of language abilities in either English or French for applications received on or after 1 Nov 2012. As far as I can recall this is a new requirement as proof of language ability wasn't previously required for a citizenship application.
One of the acceptable documents is 'proof of completion of secondary or post secondary education program in French or English'. Does anyone know whether this means:
- a program where the subject taught was English, or
- a program where the language used was English, but the subject taught was something else (eg Business Studies)
I ask as I have Business Studies degree from a UK institution where the language of instruction was English and I need to know if my degree certificate will be sufficient proof. I'll need to take an English test otherwise which seems rather excessive as English is my native tongue.

I wonder what they would consider a "pass"? Any mark so long as it's not a fail, or the usual "C" or above?

Why dont you tell them they are a bunch of f#####g w#####s? surely that will be sufficient proof of your English language ability

I haven't got mine yet. Oh noes! I've got to spend all that extra time and effort photocopying my degree certificate.

It maybe beyond reach for a few now, ehh?Personally i think its a good idea. Its a joke some folk getting Citizenship of a country that they cant speak the lingo of, much, already.
