I know the Wiki has lots of info too, but I thought that this is quite nifty, and know I would have liked it when we were trying to figure out where to go.
Hopefully it might help!

how can one decide on a neighborhood to move to when you are outside of Canada. its really difficult for us. maybe we should get to Alberta first , stay in a hotel / rent a place for a couple of months before deciding. or can you guys out there help us by suggesting? 2 daughter 5 & 2 yrs with one on the way, OH is in the oil and gas industry hoping to get a job soon, my humble self, MBA student ( distance learning).

If you haven't already done so, it would be ideal to do a recce trip, so that your husband could attend interviews and you could get an idea of the city in which the potential jobs are located.
Then, once your OH is ready to start work, fly to your destination city. Stay in a furnished apartment or an apartment hotel for a month or so while you get a longer term rental sorted out.
Then, once you're living in your destination city (albeit in temporary accommodation), explore the city. Here on the Internet you can find out some general parameters, like the broad swaths that have higher and lower crime rates, the areas that tend to have better schools, and so on.
But, before you commit to a lease or a purchase, you need to visit short listed neighbourhoods in person. Go to them both in the daytime and in the evening. Look around and assess each neighbourhood's vibe. I can assure you that you won't need to be a rocket scientist to do this. It's pretty obvious when lawns haven't been cut, cars are resting on blocks, screen doors are torn, and so on. It's equally obvious when people, houses, yards (gardens) and vehicles are well tended. It's easy to tell whether or not there are children in the playgrounds, people out walking their dogs, and so on. These are factors that you simply cannot evaluate over the Internet.
If you've already been to the target city on a recce trip, you will have done some of the research in person, and you may have some idea of the neighbourhoods that you favour. However, once you're actually staying in that city, you can re-visit your favourite neighbourhoods and examine them in a bit more detail.
These suggestions assume you already understand the job hunting process described in the Wiki section.
Hope that helps.
