This is probably because both drivers in an accident are likely to be insured with ICBC. So if one car is a 1982 Nissan and the other is a 2016 Porsche, the total bill to ICBC is the same....

Also because type of vehicle just isn't an important rating criterion in Canada (excluding exotica, RHD vehicles, three wheelers and other oddities) in the same way that it is in the UK. A Mini isn't significantly more expensive to insure in Ontario (+2% or so) if you take the JCW version vs. the base one, or a 5 litre Mustang vs. the 3.7 litre version. One's choice isn't limited by the insurance cost since even the base version of a car costs more to insure that the fast version would in the UK.

Try insuring a bike - $5800 before discount! My aircraft costs less than that to insure. Mind, I feel safer up there than on the highway!
