how long will i get the second letter?

how long will i get the second letter?
i apply to canadian immigration as a skilled worker July 2001 .
i post my application to HongKong ,i am a chinese ,later i was told that my document was set up at Aust. 2001. i got the first letter.
it is all said the process is so slowly than before because of new immigration act ,so could u tell me how long i will get the second letter , and i can enter the IELTS exam before it notisfy me ? and it is good to tell me some about Hongkong immigration process .

Hi:
Currently, applications are assessed at the time they are submitted. However, it
would not hurt you, but only help you if you forward any positive results of the
IELTS exam to CIC.
