If yo have a programme for working with pictures, such a photopaint or photoshop, look for a menu item labelled as re-sample. this will allow you to resize the picture either by its resolution or its size. Reducing either of these will reduce the physical size of the file. if you do not have a program for working with pictures i dont think there is anything in the windows operating system that will perform this function..... Hold on I will have a quick look ... No can't see anything!

If you have Microsoft Office there is a picture editor. To begin, simply right-click on a picture's icon,
choose 'open with', then choose Microsoft Office Picture Manager. Along the top you will see 'File' 'Edit' and so on to 'Picture'. Left click on 'Picture'.
From the drop down menu click on 'Resize...'.
A new panel will appear on the right-hand side of the screen headed 'Resize Settings'.
You can resize by
a. Predetermined width and height
choose 800x600 or 640x480 (pixels), then 'Okay'
Your picture will be resized proportionately
B. Custom width and height or
c. Percentage
Click on the button beside the heading to choose which method you would like to use to resize.
I would recommend 'a' or 'c'
Just above the 'Okay' button at the base of the panel you will see 'Size setting summary' which shows you both the original and new size of your picture. Once you have done, save your picture. If you want to open a new one click 'File', choose 'Open' and click on the file you want to open.
You can also open Microsoft Office Picture Manager through the start menu:
'Start'
Microsoft Office
Microsoft Office Tools
Microsoft Office Picture Manager.

For anyone who doesn't have any software for editing their digital images try a great little freeware program called IrfanView.

Some IrfanView features:

  • Many supported file formats (click here the list of formats)
  • Multi language support
  • Thumbnail/preview option
  • Slideshow (save slideshow as EXE/SCR or burn it to CD)
  • Show EXIF/IPTC/Comment text in Slideshow/Fullscreen etc.
  • Support for Adobe Photoshop Filters
  • Fast directory view (moving through directory)
  • Batch conversion (with image processing)
  • Multipage TIF editing
  • Email option
  • Multimedia player
  • Print option
  • Change color depth
  • Scan (batch scan) support
  • Cut/crop
  • IPTC editing
  • Effects (Sharpen, Blur, Adobe 8BF, Filter Factory, Filters Unlimited, etc.)
  • Capturing
  • Extract icons from EXE/DLL/ICLs
  • Lossless JPG rotation
  • Many hotkeys
  • Many command line options
  • Many PlugIns
  • Only one EXE-File, no DLLs, no Shareware messages like "I Agree" or "Evaluation expired"
  • No registry changes without user action/permission!
  • and many more
Cheers
Steve

Let's not exclude the Mac users

Graphic Converter is great for resizing images and more. You probably have it if you're using a new-ish Mac, if not, go to http://www.lemkesoft.com/en/index.htm
