Help with where to Land?

Help with where to Land?
Our PR application has been done with an AEO for Calgary. If we wanted to come out ahead of moving permanently for a holiday to eastern Canada and then come back, ie Ottawa, would we be allowed to land there or do we have to land in Calgary?
Also the flights are half price if we fly to New York and drive up (£1200 with Virgin compared to £3000 with Air Canada), does anyone know if there's a Border Crossing at the top of the US81 that turns into the 137 coming over the Thousand Island Bridge? and whether it is possible to land there as we come in? I've looked on Google Earth and you can see what looks like a Border Crossing, I'm guessing they would be geared up to "processing" us???
Sounds complicated but is it possible?
Thanks.

Unless you have a return ticket, there may be problems flying into the USA this way on the visa waiver scheme.
If you have a USA tourist visa it can be done.
