I sent my forms to Buffalo on Dec 19 2001 (Independent Category)
Haven't received AOR yet.
Is this time frame normal?
Is there any way to find out whats happening?
I remember someone suggesting that I check if my Cashiers Check has been cashed - How to do this?

To check whether encashment was made or not, go to the bank where you got it prepared and ask them.

This delay is out of the ordinary. A written communication to the visa office should
be sent, quoting your name and date of birth. You may also contact the bank which
issued the cashiers cheque to determine if it has been cashed as yet. If it has, it
would suggest that the case has been received, at least.

I have applied in mid of Nov, 2001 and get my AOR in Mid of April

It seems that though your AOR was delivered late to you however further processing will be faster. So in in total processing you will not be late .
