How many years of Formal Education if you have B.Tech Degree( 4 Yrs) from India.

It depends. Add years of the standard elementary school program, secondary/high
school program, post-secondary school (if any) and graduate study you finished and
you'll get your total number of your education years. Keep in mind that if for
example your elementary and secondary education ended after grade 10th then it counts
only for 10 years for those 2 levels, regardless if you were dumb and needed 15 years
to finish high school or you were genius and did it in 7 years.

It depends if your B.tech is considered equivalent to B.Sc Engineering or BSEE in US;
then it is a 4yr degree...Most of the Bachelors degrees from India are considered 3
year degrees.

Not if poster's high school education ended after the 10th grade which is quite
common in India.

10 + 2 Years of intermediate or preuniversity is the minimum requirement for getting
admission to B.Tech in most Indian Universities , so summing it up 10+2+4.

As you said yourself - "in most Indian Universities". It doesn't mean in all Indian
Universities as I had in the past a lot of Indian (and from few other countries as
well) clients who got their Bachelor degree in 4 or even 3 years program after just
10 (sometimes 11) years of elementary/secondary education. And this is what the
entire fuzz is now all about - those Bachelors are mostly in IT occupations
(programmers) when under old law they were getting a lot of points for occupation and
ETF - now they have extreme difficulties qualifying with less than 15 years of
education.
