i think what that means is, if you come from a country wher ethe education system is
ordered differently so that a person can get a masters degree in 16 years and that is
the normal time (ie you cant get one in 17 years cos it doesnt work like that) then
you can claim 22 points a syou have the required level of education as is normal in
yoru country.

There is a section in the Regulations that states that if you have the degree but
not the years, you should get the points described in the paragraph that does equal
the years.
At least that is the way we are interpreting it for now.
So, because the person with a master's likely has two degrees at the university
level, but in this case only 16 years of study, s/he would fall to the next category
down where they do meet years. 22.
On the other hand, it does say two or more degrees at the bachelor's level. So there
is room for an overly eager visa officer to argue.

The 22 points reflects the score awarded for two Bachelor level degrees. If a
Master's education did not exceed 17 years of total schooling, and assuming that it
did exceed 15 years of schooling, it would be considered as equivalent to a second
Bachelor's degree.
