it's definitely a shit situation, i wish you luck - parenting is never easy and especially so when one has special needs.
also it's great to hear that he has bought into avoiding the channels that are causing the problems...
if you get ten minutes or so spare, i'd recommend having a bit of a look through google about irc... you can actually ban domain and isp subsets ie: isps, cities and countries...
//mode #channel +b *!*@*.ca would ban everyone from canada
//mode #channel +b *!*@*.shaw.ca would ban everyone using shaw
//mode #channel +b *!*@64.59.* would ban everyone using shaw if their domain couldn't be resolved.
