My wife has qualifications in number-crunching and she's mentioned that you have to sell your soul to the Devil as part of the awards ceremony.
I think it entitles you to manipulate numbers in an unholy manner and gain the ability to make massive debits look like equally massive credits.

The number one thing I would like new comers to the forum to understand is that almost any question they ask and almost any advice they provide has to be qualified by mentioning the province to which it pertains.
Many newbies just don't understand how many aspects of Canadian life (health care, schooling, administration of drivers' licences, etc., etc., etc.) differ from province to province.
If they have not yet chosen a province and are just asking for general information about a topic, it would help if they mentioned that too.

Why dont we separate the information that is Province Specific into subheadings or something for each Province ? Would that one work ?

They have helped me to think about more wrinkles than I recognised at the outset and to refine my ideas.
Full blown Wiki articles
Some of your suggestions are fab, but I think they are better suited to full blown Wiki articles in their own right. If the "Idiot's Guide" mentions such topics, I think it should mention them only briefly and, where Wiki articles on those topics are available, point the reader to those articles.
For example, JonboyE has stepped up to the plate and offered to write Wiki articles on a few different aspects of taxation in Canada. I think that will be a very useful addition to our Wiki section.
Another topic to which the "Idiot's Guide" might refer in passing is the issue of compatibility amongst UK and Canadian electrical appliances, entertainment systems and mobile (cell) phones. But, again, because I think the "Idiot's Guide" should be brief, I don't think it is the place to go into those topics in detail. I would love to see relevant Wiki articles from someone who is knowledgeable about electricity.

Gay, I think the idea of brief, introductory articles on various provinces is a good one. I think there is a place for a general "Idiot's Guide" to the Canada forum and, on top of that, introductory articles on individual provinces. I would be glad to collaborate with you (and anyone else who wants to participate) on an introductory article to Alberta. However, I see that as being a separate discussion, and perhaps we can conduct that discussion elsewhere.

After giving it more thought, I have concluded that what I am looking for is a guide to forum use rather than a guide to Canada as such. In this scenario, explaining anything about Canada is relevant only insofar as it may help the poster to frame a question more effectively and therefore get a better quality answer.

I want a permanent numbered list of instructions. If anyone wanders in here and asks a poorly framed question, I want to be able to say to them, "Please see Point #8 on Such-And-Such List."
If someone else wants to star in "Groundhog Day," they are more than welcome to do so. (For anyone who doesn't know, that's a movie in which the same thing happens over and over and over and over and over again.) But I don't want to do that. I want a list to which I can point.
Accordingly, I have created such a list on my own website.
I believe my web page is within the letter and the spirit of BE's rules, since it's a non-commercial website. What I mean by that is that I'm not making any money from my website. Also, the only thing I'm promoting on my website is the BE forum.
Please feel free to refer BE new comers to my web page.
