I would recommend that you do as much research as you can before you call a company. Use professional networking sites such as www.linkedin.com to try and identify the main players in the organisation. Make your call targeted, who you speak to will depend on the nature of your call.
As far as HR goes random "gis a job" type calls generally will be met with an "apply on our website" type response unless you have done your research.
What types of companies will you be targeting - find out of there are any professional industry events going on that you could attend.
Good luck!

A week after sending in the resume, give them a call, however unless you are wiling to come and meet with them don't expect too many positive responses, unless your skill set is so unusual that they feel compelled to hire you. Asking for people by name and addressing correspondence to the person by name, rather than 'the manager' often helps get more attention to your resume. It looks more like you spent some time researching and paying attention to the details.

Hello!
When we were over in NS last, we called a welding company in the next town, and they said to drop in when we were passing. Hubby did just that, I think he told reception and they called through the correct person, the manager I think, who showed him round and said subject to a test he could have a job on the spot (we have pr through CIS, so it wasn't as difficult as will you get a LMO etc etc)
I think it depends on the size of company, type of work and at the end of it the person employed in that company. Big companies - HR; small companies - the manager.
Good luck!
