Cell Phone - Which Network ? What Plan ?

Hi,
Hope someone will be able to help.
When I first came over from Scotland, I did not make that many calls on my cell phone, but now I seem to be making more and more calls, and I am thinking about moving from Pay as you go to a monthly plan.
I have been a Rogers Pay as you go customer for the past three years, but have found that any credit I add is being eaten up by calls and voicemail.
To that end, I am looking for a plan with the following criteria -
Monthly on month plan or pay as you go ?
Free voicemail
100+ free call minutes included.
Cheap SMS or SMS included
A cheap dataplan addon would be nice.
I have my own phone so would just need a SIM.
Can anyone please help me navigate which company and plan would fulfill my needs ?

As an example: $35 gives you 200 minutes, unlimited browsing and unlimited texting, voice mail is included...
They operate on the Rogers Network (Full footprint / 3G).
The data plan is enough for "normal" browsing but not suitable for Skype calls or similar high data applications.

My husband and I have just switched from a Roger PAYG to the FIDO (I know it's the same company) After work plan. It's $25 per month with free calls after 5pm and at weekends, unlimited texts and 100 weekday minutes. Only had it since Wednesday, didn't go for any data as I can't see myself using any but I can use WiFi with the phone if I wish. The guy in future shop insisted on seeing if there was a better deal, the closest was Koodoo and it wasn't as good (for us).

Thanks to everyone that posted. I have moved to Speakout at the moment to see if it is cheaper. Only time will tell.

Speakout is the best PAYG
Mobilicity ($25 per month) is the best for contract but coverage is not as extensive as Rogers and Bell.

Was looking at Speakout, looks good. Although it gives different tariffs and, for example 100 mins talktime and unlimited texts, do you still have to pay for receiving text messages and incoming calls? That'll be hard to get used to; here we're with Tesco mobile. - £10 a month gets us 500 mins and 5000 texts.

Virgin had an offer on last month. $20 mth unlimited txt or talk. We took unlimited txt and got 200mins talk allin. Mth to mth no long term. And a galaxy android fone that has wifi to boot.

I use KOODO, I have a tab, no contract, it is $35 per month, to include international calls (to UK and Germany). Sometimes the bill can be as high as $50 - $60 per month depending on usage, obviously. I think it is about 5cents a minute to call internationally.

But we had the choice. We could have had unlimited calls in and out and limit of 200txt.
Had our first bill this week and it is 20 plus tax. ;-)
We got the offer in a source elec store

Well you can't go wrong with that eh? We'd heard that you pay for incoming calls and texts but I guess things have moved on somewhat....which can only be good news. Thanks!

The virgin deal is done now i think. Cant find it online. Just shows though if you see a deal, grab it. It was for my wife as she was on rogers pay and go. This deal is cheaper.
We didnt go in the store lookin for a cell it sorta just looked too good. I was even sayin to the guy its too cheap for a smart phone and no contract, whats the catch.
If we cancelled (comes off visa card every month) within the first 6 month we have to pay for the fone. Lol. No drama then.

Check out mobilicity. They (and Wind mobile) offer a service closer to what we get in the UK.
