I had some time to kill on my last rip through an airport, the line I got form a immigration official was that the Work visa was to become a route to entice people to come and stay in Canada and not a long term solution to skill shortages.
To some extend he eluded that it should become one of the solutions to immigrants turning up and not being able to find work, ie skilled worker PR’s from outside will be harder to come by as the work permit becomes the preferred route of entry

This sort of explains the attitude of the immigration officer at Calgary airport when I arrived to pick up a new work permit last November. Positively hostile until I mentioned that I was making an application for PR and so hoped to not have to leave Canada (although I would if I really had to
). He was then quite friendly.
