Winter has little to with it. I have been here since 1962 and driving since 1968. The roads have deteriorated badly in the last 3 years. The authorities seem to be a doing a not so good job to fix the problem.

Compare to Ottawa with similar weather yet excellent roads.

You know something Mike, read many years ago about how poor road conditions were in the French speaking part of Canada in relation to the English speaking part. It seems like they might have been referring to the difference between Ottawa and Montreal as the two cities are quite close by and would make a good comparison.
