Because the guy was asking a specific question that he should have known the answer to and he didn't know the answer. Plus given that it is a TV show I'm sure a lot of people watching would like to know the answer as it just made them look stupid, because the way the guy was talking you'd think medical marijuana was legal in Canada, which it is, but only under tightly controlled conditions.
Like I said, a cop would know this, a CBSA inspector should know it too. They're supposed to be helpful, not just arbitrarily say it's illegal. People tend to follow laws when they understand them.
If you showed up at the border with something you thought was legal and it was seized, you'd like to know why, yes?

Now if the CBSA officer had said to the traveller you are in violation of section 4(1) of the Controlled Drugs & Substances Act 1996 and even if you are a Canadian citizen or PR of Canada who possesses a medical marijuana licence you are still in violation as you cannot export or import medical marijuana even if you hold a possession licence issued by Health Canada.
Would that traveller have understood it any clearer?

That explanation would have told him that he needed a Health Canada card at least, which he didn't have and then the average person would understand it.

What FL said was not why it's illegal but outlining how it is illegal. The why is a whole debate on which substances should be illegal. The same as whether or not I need to wear a seat belt. Why is it mandatory to wear one? Because it has been shown to reduce severity of accidents and save lived. How is it illegal? Because in Canada you must wear a seat belt. Do you expect the police officer to be able to explain why or just that it is and give you a ticket?
