Question Amount of unencumbered transferable fund

The immigration form has this field.

Why is it there for?
I have provided proof of minimum required fund, 10K.

It says transferable fund, do I have to state whatever in my bank account? What if I do not intend to transfer the amount over. Say I plan to take 10k over and stay for a couple of months and then visit my home country again(1-2 weeks) and then maybe take more money over. How much money do I have to state, 10k?

Will the amount stated affect the immigration decision?
