It seems to be better organized now.

There is a dedicated biometrics page on the IND site.

Cards delivered by courier (signature required from the individual recipient with proof of identity)

Expat centres in main cities being used as intake locations.

I even received a letter saying I still needed to make an appointment, while the website said they weren't taking appointments because of Corona. They got a phone call because of that.
