I voted yes, provided they don't disturb others too much.
However, I think noisy people and those who suffer from verbal diahhrea, whether they're adult or children, should be locked up in a tiny sound-proof room together, at the airport, train station, or any public place.
There should also be a separate room for those who like to show off their latest iPhones, iPads, and whatever electronic games. I don't want to see or hear them. Oh, may be it's easier to just put them in the noisy room too.

I fly a lot. I used to fly even more. Think Geroge Cloony in "Up in the Air"
I don’t mind kids on planes. They sit in their seat, watch a movie, listen to music, read a book.
That’s the ideal world. Reality is a bit different:
Last trip back from Singapore some “moron mum” force fed her daughter with sweets.
The child ran up and down the isle on a sugar high until she tripped face over ass (probably a deliberate attempt to kill her from another passenger).
The horrible thing then screamed her head off whilst the “moron mum” slipped on her headphones and ignored the racket. Other passengers tried to comfort and smother the bastard.
Just as I was about to a implement a well-deserved slap the horror threw up in the isle and we landed in Sydney to the stench of vomit. The mother made no attempt to clean the mess up, and it was left to a beautiful Singapore airlines hostess to mop up the puke.
