Yes you can. This is what I did. Recently I applied for a new photo id UK licence using my parents' address there.

Tried that too but according to records,I don't exist in UK have not lived there for 18 years and have no history to speak of,even my National Insurance number is dormant.Ive never had a photo ID Licence so it's not a renewal,it would be from scratch.

That's exactly the situation I was (am) in. I did however have an active NI number though I don't see why yours would be deactivated. I recently submitted my UK tax return online using Self Assessment and that asks for your NI number too. I no longer had a UK address and my pink licence's address was my parents' previous address. My application listed my parents' current address and I still got it (took nearly two months mind you).

Which is the same in the UK. I exchanged my S.A. licence for a UK one and didn't get my S.A. one back. They sent it back to S.A.
You were lucky (as usual ). When I returned to the UK SA was still out of favour with the rest of the world so I had to undergo the full test routine to get my GB licence. And the buggers failed me the first time!

Probably couldn't drive slow enough.
