The FIFA have a policy that only every third WC can be held in the same continent. Therefore, the earliest oportunity for a European country to host the event after Russia would be in 2030.
Of course, such rules will fly into the dustbin before you can say the word cat if need be. I would even consider either England or the USA as some kind of replacement host for 2022 if Qatar won't be able to pull it off.
